Description (partial)

Symptom:

Calls made from a PSTN number are failing due to the double transformation of
called number happening on CUCM. The transformation is done by prefixing a few
digits (in my customer's case, prefix is 701). 

Conditions:

Call Flow - GW -MGCP-> CUCM -> IP Phone

significant digit must be all or large enough.
Calling device should be dual mode type, such as iphone, android.
Inbound gw has to be MGCP type. 
Admin configured prefix DN on "Call Routing Information ? Inbound Calls"
If ingress UCM MGCP GW configured as user side, problem occur when above 3
items satisfied. If UCM MGCP GW configured as network side,  problem will only
occur if gw type is not Vega or T1 and above 3 items satisfied.
