Symptom:
8945 SIP: pause in speed dial not working if using speaker/handset.

Conditions:
CUCM Version : 9.0.0.10000-30
Phone Version : cmterm-894x-sip.9-3-1-18

reproduce steps:
1. configure a speed dial like 995555,1 on phone
2. press nav up to get the speed dial list
3. Nav to the speed dial you want to dial and press speaker key or pick up handset, the call will fail.
4. if use "call" softkey on phone to dial, the call will success.
