Description (partial)

Symptom:
While analyzing snoop capture for ANA and CRS1 communication it was noticed that the SNMP Collector receives less OID objects than it has requested in bulk mode. Number of OIDs in the bulk request is set to default value of 40 and supposed to be controlled by the registry entry of 'maxvarbindspermessage'. However when the entry was altered in attempt to reduce number of OIDs in bulk message request, it did not take effect; the SNMP Collector continues sending 40 OIDs in one request.
