Description (partial)

Symptom:
Sttempting to dial 2nd line on phone from another internal
Ip phone, but receives Fast busy.

If same extension is moved to primary line then call goes through.

Conditions:
BE3K 8.6.4  6921 / 89xx ip phones / phone usage profile is setup as a line for 1st and 2nd line
