Cisco Bug: CSCua87115 - CFD: LDAP test conn got 501601 error while server working normal

Symptom: LDAP AD test connection failed with error code 501601 but server function normal. Conditions: When the value of an OU is double quoted in CTSMan where there is no double quote in the AD configuration for the OU. In this particular case, in AD the OU name is OU=Cisco Users but in CTSMan, it was entered by the CTSMan admin as OU="Cisco Users" CTSMan once had a bug where it treated the space as delimiter and trunkated the name after the space. Back then the workaround was to use double quote. We later fixed it and no need to double quote any more for space. CoC never bother change it and kept the double quotes. In a recent effort to revisit handling all the special characters in various areas, CTSMan no longer treats double quote as delimiter since it is allowed in AD configuration as part of the name, hence CTSMan escaped it when use it to authenticate with AD and of course failed.
