Description (partial)

Symptoms: When relay is configured with unnumbered interface, it appears the 
packet is sent out of the loopback interface (instead of the serial 
interface) to the server, which does not receive the packet. 

Conditions: The issue happens only when unnumbered loopback address is used 
on the relay interface which connects to server. If an IPv6 address is used 
directly on the interface, it works fine.
