Description (partial)

Symptom:

The following scenario results in a call drop.  Cause code of 47.

1. Call comes in via h323 gw
2. CUCM directs call to IVR via SIP trunk
3. H323 caller selects option 1 at prompt
4. IVR does refer to Avaya Audio Bridge via SIP trunk

When CUCM transfers the call to another SIP endpoint, CUCM send a ECS to the H323 device.  However, both sides should also terminate the current active media channel by sending CLC to each other.  CUCM does not do that.  Once the call has been transferred, CUCM wants to initiate ORC, but H245SessionManager found that CUCM did not send out a CLC to terminate the active channel before initiating another OLC.  Hence the whole call cannot be proceeded and leads to media timeout.

Conditions:

1. It is SIP - H323 MTP pass thru call, and MTP registers to different node than the H245 processes node. This is timing related issue.
2. SIP side sends sendonly offer in reINVITE or UPDATE followed by REFER.
3. It is still SIP - H323 MTP pass thru call after REFER
