Description (partial)

Symptom:

If a bundle is misconfigured such that the member links are connected to two or more different partner bundles, the set of selected links (from a LACP perspective) may not be preserved across a process restart or failover.

e.g. a bundle is set up with two links to one bundle and one to a different bundle. If the two links are active and bundlemgr_distrib is restarted or a failover performed, the previously active links may be deactivated and the third link brought up. If there are no other links on the partner device in that bundle, then the third link may be activated. However, it may end up getting held down if there are other incompatible links in the same bundle on the partner device.

Conditions:

This issue is only hit when a bundle contains member links which are connected to two or more partner bundles with different LAG IDs.
