Cisco Bug: CSCua81965 - N3K peer-gateway affects vlans not allowed in PL

Known Affected Releases
Symptom: Nexus3000 installs host entry into its hardware for non vPC vlans if peer-gateway is enabled, which causes OSPF neighbor adjacency not to be established. As a result, OSPF neighbor in vlans, which is not allowed in peer-link but goes on other link, experiences stack in EXSTART then DOWN because OSPF DBD packet which has TTL=1 can not reach the destination vPC switch. Not only OSPF DBD packets but also any other kind of packets with TTL=1 will be punted to CPU of vPC peer switch in the transit path which prevents the packets from reaching the destination vPC switch. Conditions: peer-gateway is enabled.
