Redirect scenarios for the Call Queuing feature result in call drop.

This sceanrio will occur only if a 
1) Hunt Pilot DN is marked blocked 
2) and Queuing is also enabled for such hunt pilot.
3) Secondary routing is set to some DN.
4) Calling party , Hunt List and Secondary DN ar on same node.
5) and if such hunt pilot's queuing process  is the very first one to 
register to call manager at ccm start time.
Then secondary routing for queuing is failing.
