Description (partial)

Symptom:

Wireless clients in a locally switched Flexconnect BSSID may be unable
to receive broadcasts - as a result, ARP from the wired network to those
clients may fail.

The WPA gtk-randomize flag is found to be unexpectedly enabled on the WLAN.

Conditions:

A WLAN with WPA key management is created - by default, WPA gtk-randomize is
disabled.

Then that WLAN is changed to open.

Then the WLAN is reconfigured with WPA again - this time, WPA gtk-randomize
is unexpectedly enabled.
