Description (partial)

Symptom:
dcos_sshd process causes high CPU on n7k / n9k switch and the switch stays in high CPU even after the ssh client has closed the connection. This bug is different from CSCtn68302 because the CPU utilization stays high even after ssh client has closed the connection
