Description (partial)

Symptom:
ARP does not del CEF adj when using "ip unnumbered LoopbackX poll" and host moves from one vlan to another. 
Conditions:
Host was on vlan 3 and was then moved to vlan 2. We can now see that we only have ARP entry for vlan 2 but we still have a adj entry for vlan 3.
