Description (partial)

Symptom:
If a dual-RP router supporting NSR is loaded without any BGP configuration and then BGP is later configured, the BGP router ID may not be properly synced from the active RP to the standby RP.

Conditions:
The problem will occur when all of the following conditions are true:
* The router is dual-RP and supports BGP NSR
* The router is loaded without any BGP configuration
* BGP is configured after the router is loaded and has reached hot standby mode
* BGP auto-selects the router ID (no "bgp router-id <ADDR>" config is specified)
