Description (partial)

Symptom:
ACS tries to authenticate user sequentially against Identity Stores from the Sequence.  If the user is not found in first Identity Store ACS proceeds to second Identity Store and so on, and so forth. 

If one of Identity Stores from the Sequence is not available then the Sequence is stoped and ACS does not proceed to the next  Identity Store.

Conditions:
If one of Identity Stores from the Sequence is not available
