Description (partial)

Symptom:
During reproducing a customer's call hold issue in lab, after received re-invite with c=0.0.0.0 and inactive from cube, we found that SBC send the re-invite to the outgoing side (PGW) with c=0.0.0.0 in the sdp. Then , after received PGW's answer, SBC will not generate inactive in the answer back to CUBE

Conditions:
In the incoming adjacency ,set "nat force-off" 
In the outgoing adjacency , set "nat force-on"
SBC receive hold re-invite message with c=0.0.0.0 and receiveonly in SDP
