The analog phone connected to an ATA187 gateway device occasionally does not break dial tone when a key is pressed.

An analog phone is plugged into an ATA187 gateway device.  The ATA187 is registered to a Cisco Unified Call Manager.  When the analog phone goes off-hook, dial tone is presented to the analog phone.  Sometimes, when a number button is pressed to dial a phone number, the dial tone is not broken and therefore the phone call cannot be made.
