Cisco Bug: CSCtf39405 - Back up static route is not installed in the rib when one of LC resets

Known Affected Releases
Symptom: If ECMP paths more than the platform limit are configured in static and and after that when existing ECMP paths are not reachable then the excess paths are not being installed. Conditions: Initially static config has ECMP paths more than the platform limit and these are distributed in different LCs (let's say LC1 and LC2) Say the excess paths are from LC2 Step1. Reload LC1, -When LC1 goes down, path from LC1 will be removed from RIB. and excess paths from LC2 will be installed in RIB -When LC1 comes up again, RIB will give max path warning for the excess paths from LC1. *Till that behavior as per expectation. Step2. Shutdown LC2. -All the paths from the LC2 will be removed from RIB. -Previous excess path from LC1 should be installed in RIB but that are not being installed.
