Description (partial)

Symptoms: RRI route will not be deleted even after IPsec SA has been deleted. 

Conditions: This symptom was first observed on the Cisco ASR1k running Cisco
IOS Release 12.2(33)XND, but is not exclusive to it. The conditions are still
under investigation.
