Description (partial)

Symptom:
 
After a configuration file consisting of a large number of TE interfaces is 
applied to a node running IOS-XR s/w, TE tunnels transiting or terminating on 
this node do not come up on some of the TE enabled interfaces.  TE tunnels 
originating on IOS-XR are not impacted.

Conditions:
 
Typically, it will be hit during upgrade scenarios where entire config is 
reapplied to the system.   If the node is already operating properly and 
config is re-applied, the problem witll not happen.  It only happens when 
config is applied to a system with nor prior TE config.  Also, it is a timing 
issue which may not be triggered all the time.  The issue happens if the 
config file being applied carries large number of TE enabled interfaces.   
When it was last seen, the config file had ~80 TE enabled interfaces.   From 
code point of view, the more the number of interfaces, there is more of a 
chance to hit this.
