Description (partial)

Upstream (US) traffic may exceed the peak-rate configured in service class in non-mtc mode.

This issue is observed when peak-rate is configured for DOCSIS2.0 service flows, the US traffic may exceed peak-rate occasionally. If a very small peak-rate with a very large max-traffic-burst is configured for DOCSIS3.0 service flow, the US traffic may also exceed peak-rate occasionally.
