Description (partial)

Symptom:
Rollback or deactivation of the "Create E-Line Point to Point Service" involving an ASR-9K always attempts to remove the pw-class (whether or not the original service activation was responsible for the pw-class creation).  Since the pw-class is usually a shared policy on the device, this can potentially affect other services.

Conditions:
A failed  "Create E-Line Point to Point Service" activation involving an ASR-9K in which the pw-class specified during wizard input is for one pre-existing on the device.
