Cisco Bug: CSCtf36923 - CTIManager process causes "available VM below threshold" alerts

Symptom: RTMT alerts indicating "available virtual memory below configured threshold. Configured low threshold is 30%. CTIManager (...MB) uses most of the memory. Conditions: The issue was seen when running click to call load via ECP which uses webdialer service to interact with CUCM. Memory leak will accumulate to a huge number especially when the devce did not register but application keeps retrying on getting device info. Eventually it leads to the low VM warnng. This issue has also been seen in a third-party product Cistera. This application will try and open connections to devices that are not registered to Communications Manager and leads to a leak in CTIManager.
