Description (partial)

Symptom:

CAR Scheduler/Web Service[STOPPED] during L2 upgrade without switch-version. It happens in case of upgrades initiated from CLI.

Conditions:

This issue was produced on several servers and multiple times. It occurs if the upgrade is initiated from CLI. In case of Webpage dont encounter this.

10.89.101.210 from 7.1.4.98000.144 to 8.0.2.98000-16 without switch-version.
or 10.89.100.66 from 8.0.1.10000.33 to 8.0.1.10000.40.
