MeetMe has more CTMS resources allocated to meetings than necessary for the
currently active meetings. This can result in the system failing to allocate
CTMS resources for one or more active meetings, which in turn will prevent
endpoints from attending the affected meetings. That type of failure will only
occur when the system is running near the capacity of its CTMS resource pool.
This can happen when a DB problem prevents the Conference Resource Manager
(CRM) component from releasing CTMS resources associated with meetings that
have ended and were not attended.
