Description (partial)

Symptom:
Hardware diagnostics may mark an interface 'F' and "show interface" will show
the interface is "Down" due to "Hardware Failure", but link is still being
established.  

This might cause a delay in any failure mechanism of a connected device to
detect this failure.

Conditions:
A rare condition of a hardware diagnostic failure is required to trigger a
diagnostic failure.  If the port is marked 'F', but link is established by the
neighboring device, it is possible to have traffic sent to this logically down
interface.  This is referred to as a "black-hole" for traffic.
