Description (partial)

RX amplifier (EDFA1)shows LASER-APR and other alarms when first circuit is created on 40-SMR.

The SMR was working with active channels in a previous SW release, and a SW upgrade has been requested. During SW upgrade the DBase has been cancelled. In this way all channels has
been removed. When the SMR starts up in the new release, a wrong condition check drive the
card in a false EDFA1 OPERATIVE state. After this wrong transition the EDFA1 is switched OFF, but the EDFA1 itself stays in disable state.
When the user try to activate a channel, the EDFA1 hangs-up in an APR condition and cannot do the final transition to OPERATIVE.
