Description (partial)

Symptom:
When the ASA selects an IP address from the local pool which coincides with one already assigned to an existing user by DHCP/Radius, the ASA will not detect this conflict and fail to assign the local pool address and returns it to the local pool.  

As result, new users can not connect until that DHCP/Radius assigned user disconnects.

Conditions:
DHCP/Radius addresses overlap the local pools.
