Description (partial)

Symptom:
Copy configuration using SNMP says that the file transfer was completed but in
reality, it wasn't.  Subsequent attempts via SNMP to  "copy running-config to
startup config" or to transfer the startup config via TFTP will fail with a
message that says ""snmpd: another copy is in progress: Only one operation
allowed at any one instance."

Conditions:
Attempting to save running-configuration to startup-configuration via SNMP, for
instance using Device Manager or Fabric Manager
