Objects do not stream properly after upgrading from 1.5.x to 2.x

The file system was inadvertantly changed between 1.5.x and 2.x such that 2 bits were shifted into new locations.  

The result is that any object previously tagged as FRAGMENTED in 1.5.x would appear to be marked as a DATA_DOWNLOAD object when booted in 2.x.  This will cause these objects to not stream properly since data download object are not treated as normal streaming objects (thus splicing, null padding, etc will not occur).  This fix provides a mechanism to correct the setting of these bits such that these objects will stream properly.

In addition, objects previously tagged as DATA_DOWNLOAD in 1.5.x may no longer be tagged as DATA_DOWNLOAD in 2.x resulting in these objects potentially not being delivered properly to a settop box.  Not many customers use the data download feature, so the later is not likely to affect many if any customers.
