Cisco Bug: CSCtf26551 - Lots of DHCP REQ Msgs when Lease time expired & DHCP server down

Known Affected Releases
Symptom: A large number of DHCP REQ Msgs sent from Phones when Lease time expired with DHCP server down. Cisco phones firstly send several Unicast DHCP REQUEST msgs with previous IP address, then send Broadcast DHCP REQUEST msgs with previous IP address. But after the Lease time expired, Phone will send a large number of Broadcast DHCP REQUEST msgs with high frequency( At most, about 124 msgs per second). In this case, phone can not obtain any IP address even DHCP server recover. Conditions: Lease time expired with DHCP server down.
