On an Cisco router containing an NM-1A-T3/E3 module, the default values
for Hi and Lo Watermarks are erroneously displayed as 0 in "show atm pvc":

 pvc 1/100 
  vbr-nrt 5000 5000 1
  oam-pvc 0
  encapsulation aal5snap

debug atm t3e3 sar reports:

Feb 23 10:09:24.867: ATM1/0: HI/LO watermarks: 50/10; PeakRate: 1000

But, "show atm pvc" reports:

UUT#show atm pvc 1/100 | i Watermark
High Watermark: 0, Low Watermark: 0


Issue is observed on 3845 running 150-1M1 with an NM-1A-T3/E3.
