Cisco Bug: CSCtf23385 - RLS6: num of autovcs on active and standby RPs are out of sync

Description (partial)

Symptom:

When PTA is configured for 32k PPPoEoA or 16k PPPoEoA autovcs with the following kind of config :

interface atm 2/0/0.65000 multipoint
  range pvc 1/32  1/4033
    pvc-in-range 1/32
      !
    pvc-in-range 1/33
  :
  :  so on 4000 pvc-in-ranges

Then when the pTA is unconfigured in the following sequence :
1. first unconfigure all pvc-in-range
2. then unconfigure range pvc
3. unconfigure interface

And reconfigured, it is found that all autovcs on the standby RP do not get created

Conditions:

The condition is caused due to specific order of unconfig as mentioned above
