Description (partial)

The host-target IO may be disrupted in the case of certain HBAs like the UCS Palo Adaptor.

Persistent Reserve Out (PRO) frames sent by the host and bound for the target can get rejected in the control path if the host forms the frame with the write-bit turned ON (set to 1), since the control path expects the write-bit to be turned ON only for write (WR) commands. This can cause the host to stop all further exchange with the target.

No workaround exists other than to replace the host HBA or configure it to not send PRO commands with the write-bit turned ON.
