Description (partial)

ACE should send cesRserverStateChange trap when probe state
change from FAILED to SUCCESS.

Currently, snmp trap is inconsistent as below.

When probe state change from SUCCESS to FAILED, ACE generates
cesRserverStateChange trap.
When probe state change from FAILED to SUCCESS, ACE generates
cesRserverStateUp trap.

This symptom is observed when probe is configured on <i>rserver host
[hostname]</i> and probe state change from FAILED to SUCCESS.
