Description (partial)

Symptoms: A policy contains one or more user classes, and some queueing 
features are enabled in at least one of the user classes. Then the policy is 
applied to a target or a session.

When the policy is unconfigured from the target, or the session goes down 
dynamically, memory leak is observed for 144 bytes per target or per session 
on each direction where the policy was applied.
