Symptom:
Cable modems get into the init(io) state due to pxf cpu queue wedge. 

Conditions:
This issue is seen when interface default queues are deleted as the result of a no card command. This issue is seen on the Cisco uBR10012 universal broadband router running the Cisco IOS Releases 12.2(33)SCB/SCC/SCD.
