Cisco Bug: CSCtf18785 - TFS: Forward device's SNMPv3 trap with wrong oid values

Description (partial)

When device send SNMPv3 trap to ANA and then TFS forwarding this v3 trap event to exteranl OSS with CISCO-EPM-MIB format, two of its oid "cenAlarmCategory" and "cenAlarmCategoryDefinition" are defined with "0" and "0, V3 Trap". But these vaules are not equal with the EPM Mapping Matrix defination. No workaround to bypass it.   

This issue impact our SNMPv3 trap event parsing on Netcool Webtop GUI. The user cannot see the SNMPv3 event category on the Summary field though it will not impact other compoments.

Devices send SNMPv3 Trap to ANA, and TFS forwarding these v3  trap events to external OSS, like Netcool.
