Symptom:
LAN PC get WAN side DHCP Pool Addr instead of DUT's LAN DHCP Pool Addr
Conditions:
Reproduce Steps:
1. Connect WAN Uplink Cable to DUT's Ethernet WAN Port;
2.Connect PC to DUT's LAN Port 1;
3 .Power on DUT then bootup with factory-default configuration;
4.Check whether DUT's WAN port can get the WAN side DHCP ip adrress.
4. Check whether LAN PC can get the DUT's assigned Pool ip address.

Actual Result:
LAN PC most time get WAN side DHCP Pool Addr instead of DUT's LAN DHCP Pool Addr.
DUT's Eth-WAN interface CAN bring up automaticlly and get Wan side DHCP assgined address after DUT Bootup.
(Note:Only by use "cmf cfgmiss --mips" that can let it work)

Expected Result:
LAN PC Should get  DUT's LAN DHCP Pool Addr
