Symptom:

IOS-XR 4.0
CRS-1

Have two un-equal cost IGP links between PE1 and PE2, link1 is preferred IGP path with lower IGP cost. 

Primary PW (TE based) goes through link1, backup PW (LDP based) goes through link2. Have "backup disable never" configured under pw-class for primary PW.

Shut down link1 to trigger PW switchover, after traffic is converged, unshut link1, LDP path for backup PW changes from link2 to link1. However, PW switched over back to primary PW.

When "backup disable never" is configured, PW switchback to primary PW should never happen.

Conditions:

PW redundancy is configured with "backup disable never".
