Description (partial)

On WS-6724-3BXL-SFP LAN card, multicast storm control feature initially classifies multicast PDUs (CDP, MST, PVST)) as broad cast packets and doesnt suppress them. 
If broadcast storm control is configured, the multicast PDUs are seen to be suppressed, which implies that storm control is treating multicast PDUs as broadcast packets.

This happens on the interface of LAN card WS-X6724-3BXL-SFP, when multicast storm control is configured for the the first time (after router boot up, or LC OIR), and multicast BPDUs are sent to the interface from an external device.
