Description (partial)

Symptom:

CUCM doesn't try to re-establish the TCP connection when receiving RST over an established TCP connection 

Conditions:

Scenario:
CUCM - sip trunk - PGW VIP1, CUCM - sip trunk - PGW VIP2.
PGW1 active / PGW2 standby. Call is established via PGW1 VIP1. While established, both PGW1 NICs are disconnected and PGW2 becomes active. Then the call is disconnected from the IP phone. At this stage, the BYE is sent in TCP by CUCM to PGW2 VIP1. But PGW2 has no TCP connection established
with CUCM so it sends TCP reset (RST).
This results in hung connection to PSTN
