Description (partial)

 After upgrade CUCM and retart Syncagent on CUP. This is causing thousands of
records to be updated in the CUP database. These database updates caused change
notifications to be sent to the CUP applications and is essentially creating a
change notification storm that is crippling the serve
 L2 cucm and restart SyncAgent on CUP
