Description (partial)

Symptom:

From 4.2 NX-OS release  onwards, VPC peer-link MTU is set to 9216 + padding.
ISSU SW upgrade form 4.1 to 4.2  will keep VPC peer-link MTU settings to prior 4.2 change and shut/no shut is needed for changes to take effect.

Currently when user tries to configure the MTU on VPC peer-link , the running config is updated BUT mtu change is never applied till link bounce (shut/no shut).

This bug is to prevent user from manipulating mtu settings for the VPC peer-link
