Description (partial)

Symptom:
After a switch reload, the a layer 3 CMM interface comes up as a layer 2 switchport.  Startup conifg has the proper interface config but it fails to load it to the running conifg.  

The switch will report the following error upon startup:
65536K bytes of Flash internal SIMM (Sector size 512K).
 ip address <IP ADDRESS>
      ^
% Invalid input detected at '^' marker.
% warning: address is not within a subnet on this interface
% Warning: This option is not supported for h/w switched flows

SETUP: new interface GigabitEthernet8/1 placed in "shutdown" state
SETUP: new interface FastEthernet8/2 placed in "shutdown" state
SETUP: new interface FastEthernet8/3 placed in "shutdown" state
SETUP: new interface FastEthernet8/4 placed in "shutdown" state
SETUP: new interface FastEthernet8/5 placed in "shutdown" state

Conditions:
Internal interface to CMM must be a layer 3 interface
