Cisco Bug: CSCtf02215 - NBM control service should support the ability to override nodes.

Known Affected Releases
Symptom: Within the control service, mpx_set nodes are not aware of the fact the target may be "commandable" and support the ability to control it (write and release) at a specific priority level. It is common for the Systems Integrator to want to command (set) all targets within the control service application at a well defined level. Currently the approach for meeting this need is to explicitly configure the mpx_sets so that, if they are commandable, the level to write at is explicitly configured. It would be desirable for the control service to understand if a target supported this ability and if it does, to write at a default, configurable, level. Conditions: The control service is being utilized and mpx_set's are targeting Entity properties.
