The DHCP server can crash when processing an active leasequery request.

When an active leasequery request is being processed, during the initial processing of the request and if the request has a query-start-time, the server can crash.  We believe that this is only likely when the server is being shutdown just as the active leasequery request is being processed initially, but it may be possible to encounter this at other rare times.
