Description (partial)

Symptom:
L2VPN GSP queue build up can be observed while processing a very hight rate (>3-4K pps) of IGMP joins/leaves 

Conditions:
This was seen on ASR9K with IGMP snooping configured with "immediate-leave" option and a very high rate of IGMP joins/leaves were received by the router. This issue will be seen in the case when those packets get received on multiple ports. On a single port those packets will be rate limited (~2K pps by default) so the problem is less likely to be seen
