Description (partial)

Symptom:
Jitter Buffer statistics and depth will be deeper than it should be.

Conditions:
RFC2833 packets sent on an iLBC or iSAC stream.

NOTE: Unless you are getting a large number of RFC2833 packets, this problem is likely to go undetected and have a very small impact on the audio quality.  The larger concern is that a errant high maxJitter value might cause you to suspect a network problem.
