Description (partial)

Symptom:
MFR-Bundle and member intf flaps continuously after member link swap 

 Conditions:
Suppose a bundle has 2 links say Sl1 and Sl2 and it is up with Sl1 (Sl2 is not added on the other side or shut at the other side). And suppose Sl1 is the master link of the bundle.

In the problem scenario following thing were happening-
1. We remove the master link , its anyphy is updated and 
   set to the anyphy of 2nd memberlink (which is considered
    free anyphy as bundle still has the anyphy of first  
    link).
2. Anyphy of 2nd memberlink is not updated due to absence of
   code to handle this scenario.
3. Now the previous memberlink of bundle and current one both has same anyphys because of which control packets are
going via the same link. Due to which links are flapping.
